I would suggest to the authors that they do some real homework. To be fair, there are a few OK statements in it, but it doesn't contribute anything of substance toward fixing the crumbling foundation of existing problems.
Also, in the end, the authors depend on government contracts. It is unlikely they will have any constructive criticism of value.
